Joseph B. Fraser III LEED® AP , President
Joe Fraser earned a Bachelor of Civil Engineering from Georgia Tech in 1973
and a Masters in Business Administration from Harvard in 1977. Prior to
becoming President of Fraser Construction, Joe was Vice President of Joe Harden
Builder, Inc. on Hilton Head Island, South Carolina, President of CTS
Construction Company in Boca Raton, Florida, and TCR South Florida Homebuilding,
Inc. He is responsible for all construction operations of Fraser
Construction. He is a member of the Urban Land Institute and National
Association of Homebuilders.

John B. Catoe LEED® AP, Vice President Operations
John Catoe graduated from the University of South Carolina in 1977 with a
Bachelor of Science degree in Civil Engineering. As Project Manager for Fraser
Construction, John has completed projects with wood frame, structured steel and
concrete structures, and has four years experience in managing the unique
problems encountered on Daufuskie Island, SC. Projects there include Melrose
Inn, Beach Club, Golf & Tennis Club, Sportsman Lodge, Cottages, and Haig Point
Clubhouse. His other projects include Windsor Place on Hilton Head Island, The
Cypress of Hilton Head, and The Cypress of Charlotte. John is now the Vice
President of Operations responsible for all Project Management in South
Carolina.

James P. Rowan PE, Vice President
Jim Rowan earned his Bachelor of Civil Engineering degree from Villanova
University and is a registered professional engineer. Jim has more than 30 years
of experience in program/project/construction management services representing
building owners. Projects include recreational, healthcare, educational,
correctional, airports and rapid transit. Jim is a past president of the
Construction Management Association of America (CMAA), Mid-Atlantic Chapter.

Patrick E. Piercy, Chief Financial Officer
Pat Piercy graduated in 1967 from the University of Richmond in Richmond,
Virginia with a Bachelor of Science degree in Business Administration. He is a
member of the Georgia Society of Certified Public Accountants and the American
Institute of Certified Public Accountants. Mr. Piercy is Fraser
Construction's Chief Financial Officer.
 Joan Matthews, Controller
Joan Matthews graduated from the University of South Carolina in 1968 with a
B.S. in Business Management. She has worked for Fraser Construction for
the past 20 years handling all accounting operations. Joan is also the
company IT person.

M. Tony Isbell, General Superintendent
Tony Isbell has successfully supervised numerous
high-rise concrete frame condominium projects in Florida and in the Carolinas,
as well as several other large commercial projects, including a military
barracks and a wastewater treatment plant. In over thirty eight years of
construction experience, Isbell has risen through the construction ranks to
become one of the top commercial Superintendents in the Southeast. Tony’s
completed projects include Barrington, Windsor Place, Windsor Court, Huntington
Condominiums, The Cypress of Hilton Head and The Cypress of Charlotte. Tony is
currently General Superintendent for the company responsible for all field
operations.
